አጋርነትና ትብብሮች እየተጓተተ ባለው የተሃድሶ ፕሮግራም!
የተሃድሶ ፕሮግራሙ እየተራዘመ መሄድ ስለሚያስከትለው የፀጥታ ስጋትና ሊያባብስ ስለሚችለው ፍልሰትና ስደት ዙሪያ ክቡር ኮሚሽነር አምባሳደር ተሾመ ቶጋ ህዳር 18 ቀን 2016 ዓ.ም. ከኖርዌይ አምባሳደር የተከበሩ ስቲያን ክሪስተንሰን ጋር በቢሮአቸው መክረዋል፡፡ አንድ ዓመት በሞላው የተሃድሶ ፕሮግራም መርሃ ግብር የቅድመ ዝግጅት ስራዎች የተከናወኑ ቢሆንም፣ ዋናው ስራ ባለመጀመሩ በቀድሞ ተዋጊዎች ዘንድ እየቀረበ ያለው የተኩስ አቁም ስምምነቱ የሰላም ትሩፋት ተቋዳሽነት ጥያቄ በኮሚሽኑ ላይ ጫና እየፈጠረና የተወሰኑቱ የፍልሰትና የስደት ቀውስ ውስጥ እየገቡ ያለበት ሁኔታ መስተዋል መጀመሩ አሳሳቢ ነው ሲሉ ክቡር ኮሚሽነር አስታውቀዋል፡፡ የፕሮግራሙ ፕሮጀክት ወጪ ከፍተኛ ቢሆንም የአጋሮችን አቅም በማሰባሰብና በማስተባበር ፕሮግራሙን ማሳካት ይቻልላ ያሉት ክቡር ኮሚሽነር አምባሳደር ተሾመ ቶጋ እስካሁን ድረስ ተጨባጭ ድጋፍ ባይገኝም ከተለያዩ ለጋሽ ወገኖችና አጋሮች ጋር በቀጣይነትና በተከታታይነት እመከሩና በየወቅቱ እየተፈጠሩ ያሉ ክስተቶች፣ ኩነቶችንና ስጋቶችን እያሳወቁ እንዳለ ገልጸዋል፡፡ በደንቡ መሰረት ፕሮግራሙ የሁለት ዓመት ዕድሜ የተሰጠው በመሆኑ በተቻለ ፍጥነት ስራውን ጀምሮ ማጠናቀቅ ይገባልም ብለዋል፡፡
የኖርዌዩ አምባሳደርም ከሃብት እጥረት ጋር ተያይዞ የሚታዩት ተግዳሮቸቶችና አዳዲስ የስጋት ምንጮች ከቀጠናው አልፈው በአውሮፓ ያለውን የስደት ቀውስ ሊያባብስ የሚችል መሆኑ መስተዋል መጀመሩ አጋሮች በጋራ ተቀምጠን በዘላቂ መፍትሄ ዙሪያ ብዙ ልንመክር እንደሚገባ የሚያሳይ ነው በማለት የችግሩን አሳሳቢነት ተጋርተዋል፡፡ በተለይም በርካታ የቀድሞ ተዋጊዎች ወጣቶችና ስራ የሌላቸው መሆኑ ስጋቱን ያባብሰዋል ብለዋል፡፡ ኖርዌይ በኢትዮጵያ የልማት ስራዎች እየተሳተፈች ያለች ቢሆንም፣ ከተሃድሶ ፕሮግራሙ ጋር ተያይዞ ኖርዌይ በኢትዮጵያ ያላት ፕሮግራም በጀቱ ስራ ላይ ውሎ እየተተገበረ በመሆኑ ከበጀት እጥረት አንጻር ለጊዜው ምላሽ መስጠት ቢያስቸግርም የፕሮግራሙን ጠቃሚነት ከማመንና ከመደገፍ አስፈላጊነት አንጻር ያሉ ጉዳዮችን፣ ተግዳሮቶችና እየተፈጠሩ ያሉ ታሳቢ ያልሆኑ ችግሮችን ለተገቢው ግንዛቤና እርምጃ ለመንግስታቸው እንደሚያሳውቁና ይህን ጠቃሚና መረጃ ሰጪ ምክክር በቀጣይነት ማድረግ እንደሚፈልጉ አስታውቀዋል፡፡
Discussion on Partnership and Cooperation amidst a delayed DDR program!
Commissioner H.E. Ambassador Teshome Toga consulted the Norwegian Ambassador, H.E. Stian Christensen, regarding the security risk and the migration problem that may deepen caused by the delay of the DDR program at his office on November 28, 2023. Commissioner H.E. Ambassador Teshome Toga emphasizes the concern that despite the preparatory work of the one-year program activities, the core activity has not started yet. Hence, the former combatants are putting pressure to benefit from the peace dividend of the Secession of Hostility Agreement signed in 2015 while some are getting into a migration crisis. Although the cost of the program project is high, it is possible to achieve the program by gathering and coordinating partners’ resources, Commissioner Ambassador Teshome Toga said. Even if no concrete support is received so far, he said, he continues to consult with various donors and partners and inform them of unprecedented threats and risks that are happening over time. According to the Council of Ministers regulation for the establishment and mandate of the Commission, the DDR program has been given a two-year life span, so the work should start and complete as soon as possible, he said.
The Norwegian Ambassador, H.E. Stian Christensen, also shared the seriousness of the problem, saying that the challenges associated with the lack of resources and emerging unprecedented risks could add fuel to the existing migration crisis in Europe, in addition to the peace and security threat of the horn region, which shows that partners should sit together and discuss a lot about a lasting solution. In particular, the fact that many former combatants are young and unemployed makes the concern worse, he said. Although Norway is participating in development cooperation programs in Ethiopia and its program budget is being implemented, the timely needed resource for the DDR program is unavailable to respond to and will be an agenda on the table. In this connection, believing the importance and the need to support the DDR Program, H.E. Ambassador Stian Christensen announces that he will inform his government for due attention and consideration of the issues, challenges, unprecedented situations, and changing problems that are arising. He concluded that he wanted to continue this informative consultation.
